The latest point about regulating gatherings over 100 people could invite a Charter challenge.
There are actually quite a lot of concerning items in this press release, but yes I'm wondering how this interacts with 2. c) in the Charter. Surely they can't refuse a permit for peaceful assembly, so why require the permit in the first place?
 
This is another example of how unfocused the current city administration and council is. People's concerns which prompted this are really not about gatherings of over 100 people.

The punitive measure proposed is also a $250 fine. Good luck enforcing that, how would you count all of the people and then collect all of their personal information for ticket issuances?

It's such half-baked policy that it's pointless to even announce it.

SPECIAL EVENTS 40 (1) In this section, “special event” means an event or gathering in a public space owned or operated by the City where 100 or more people are, or anticipated to be, in attendance.

(2) A person must not organize or participate in a special event unless a permit has been issued for that special event.

(3) The City Manager must not unreasonably withhold or refuse a permit for a special event.

(4) A permit for a special event may include any conditions the City Manager deems reasonable, including, but not limited to, conditions:
(a) to ensure safety or security;
(b) to support safe and efficient traffic control;
(c) for the protection of City assets; and
(d) imposing fees for the use of the public space, provision of services by the City, and any incidental costs incurred by the City for the special event.
 
Of all the awful decisions the UCP has made, political parties in municipal elections has to be up there with the worst of them.
The UCP saw the dysfunction of the parliamentary/legislative electoral structure and thought we needed more of that at the local level. I know some people will deliberately avoid voting with party affiliates.
