What's the purpose of breaking the BPs into phases like this? Quicker turnaround time for the city?

Given the scope, design and budget change, I cant imagine we are going to be seeing something that will blow our minds out of the water that is better than the original version everyone was promised...

From what I see in the permit, the main features of the original version are intact, such as the 'signature' terracotta roof. I'm hopeful the end result will look great.
