I hope they leave the brick untouched. The contrasting dark and light may look nice overall.

I don't know, maybe they thought the gray would go better with the darker window frames and it makes some sense to paint at the same time as replacing the windows.I agree - somethings are better untouched. There was no need to change the colour - just the fricken windows.
The first rule of winter city design is not dark and grey. Goodbye character, period and charm, hello run of the mill.
