I'm going to really bite my tongue on my thoughts about how EPS could have provided stopgap support to ETS until their newly trained Peace Officers are ready.

Basically city council. They seem to be paralyzed on taking any action for fear of offending someone. Churchill station is not a homeless shelter or drop in centre or drug addiction safe injection site. The amount civil disorder at Churchill station is horrific and will only lead to more and more of the same unless they address the problem.
Don‘t bother phoning the police they will do nothing unless there is a major crime in progress in fact you will be lucky if they don’t hang up on you.

I echo the suggestion to spend money on effective maintenance over failed policing. People tend to be more respectful and appreciative of places if they are well-maintained.

Point being policing has failed because of city councils confused and tepid reaction to serious concerns about safety.
