This looks like a "deconstructed" concept created by an architect who worked their way through school at a fancy restaurant.

That design takes the whole Rossdale WTP out. It would take another billion to expand ELSmith to meet the demand.

Sorry, it was just meant in jest due to the quality and colour palette of the graphic itself (which is obviously very preliminary, high level, and acts more as a proof-of-concept or test-fit). Cardinal is probably my favourite Canadian architect and I'd never throw shade at him
