That's because it's important to let the asphalt lay fallow for a season, give it a chance to rest, so it can recover to sustainability support speedy transportation for years to come. It's just good management.

When I decelerate to local limits after I have spent the day driving on the near-to-no-limits highways I have a hard time slowing down (a personal failing) -- people spend too much time going "nowhere fast". Don't increase speeds -- this from someone who used to cower from the no speed limits on the German Autobahns.
