Don't think so, no. I worked on it a few years ago now and it took up a significant amount of space on the E-W section fronting the sunken pool.
Can confirm, I am currently an Education Guide there so use those spaces quite a bit. That's the only thing I can think of. We haven't been told why it's fenced off or if a design has been picked, but we were made aware that it can't be used as an emergency muster area for a while to come.I believe it's for the fountain area renewal.
