Don't think so, no. I worked on it a few years ago now and it took up a significant amount of space on the E-W section fronting the sunken pool.

Can confirm, I am currently an Education Guide there so use those spaces quite a bit. What @Edmcowboy11 is thinking of are the theatre and gallery, which are in the Fed/QEII Building.

That's the only thing I can think of. We haven't been told why it's fenced off or if a design has been picked, but we were made aware that it can't be used as an emergency muster area for a while to come.
 
Looks like we need to be on the watch for cars making illegal turns on the plaza ;)

Oh my god, I wasn't aware they were moving that quickly on this. Didn't even get to say goodbye to the old brutalist fountain!
