Quite true @Airboy but fairly easily achieved with modern technology (ground penetrating radar, for example) -- and, in that sand bars tend to shift over time, it would have to be updated on a regular (perhaps annual) basis. A unit that also adds wing-in-ground effect could be employed that would have the "ferry" flying just above the water surface using turbo-fan jets for propulsion. A bigger concern -- and one that I have spent a great amount of time studying -- would be the design of river ports at key points along the river between Devon and Fort Sask. It could however be another transportation mode that provides an interesting alternative and with new access points to places like the Valley Zoo, Kinsmen Centre, Muttart Conservatory, Fort Edmonton Park and other "identity" parks along the route. With a little thought it could also tie into key LRT river crossings.
 
Oh, and it could also help in establishing new public venues -- Big Island for example -- and adding oomph to others, like Rabbit Hill. It could help turn the river into a more accessible playground and a locals' plus tourists' mecca.
