As per @Avenuer the Construction Drawings for the increased-building-height project was only submitted at the beginning of this year -- it is not unusual for permit review to take several months, especially when added loads are evident (increase from 17 storeys to 22) -- review of soil sample calcs., structural upgrade, etc. If the Building permit was paid for (looking at you again @Avenuer) that would be a good indication that the project is moving forward -- I imagine permit fees would be in the hundreds of thousands of dollars and I can't imagine a project progressing if payment was not met.
