I like the strong focus on Phase One and Phase Two -- following phases a little less well defined. I think this is a smart approach considering how the future is less predictable. I give this one ? ?

I dont mid this iteration; we just need to overcome the NIMBYism mentality. Our City is growing and this district is practically south-east of the central core district, and it is time it becomes more densely. It wouldn't hurt the skyline either...
