Just out of curiosity, Wikipedia and the Falcon website say that this building should be 146m but based on these images it seems like its quite shorter. Did the developer decide to reduce the height of the building?

Both outdated.
As @Canadian 001 said, both towers had their height reduced a while back, way before even breaking ground.
If the proportions remain the same? We should have one at -~100m and one at ~146 (around 15% reduction)

Now, curiously, this possible figure for the South tower does match the height you saw, so maybe that's what the website and wikipedia are referring to

Ahh I see, thanks guys. Wikipedia says that Tower 2 should be 146m and Tower 1 should be 140m. The falcon website says Tower 2 should 170m or something. Glad to get this clarified though, I wasnt aware of the height change. Still nice to get some more buildings DT though, and to fill in some of those empty parking lots!
 
Lot's has changed Downtown, just hard to tell from this specific angle. Falcon Tower 2 will fill in the gap beside Tower 1 nicely.
Of course, most of the prime top of bank land very close to the core was taken decades ago downtown and the buildings there now are mainly either historical or too big to tear down or change significantly. The view from the west or north has changed more than the one from the east.

Its not uncommon to also see in other cities, that the buildings near to the waterfront (in our case the river) are generally not the tallest and the taller ones are a bit further back much like how our city is developing.
 
Falcon 2 will fill that in, but it would be nice to have something next to the ECC in glass and something on the left side of that/hillside.
