Entertainment District Proposal survey for Rice Howard Way. This is being lead by the EDBA with few members of the Downtown Revitalization Coalition (DRC) and area landlords hoping to do some some activations and upgrades to the street this summer.


"The Government of Alberta has enacted legislation that allows municipalities to create a bylaw allowing what is called an “Entertainment District” in their city, with defined boundaries. The Entertainment District designation allows patrons to take their drink from a licensed establishment out into the defined district. The City would enhance this experience by organizing entertainment on the closed street to create a fun and inviting space for patrons."

I filled out the survey. I'm definitely in favor of an Entertainment District on Rice Howard Way.

2 things though:

1. Can we please close down that upper level parkade? There's already an underground parkade in the Rice Howard Place (formerly Scotia Place) building.
2. Extend the hours into Sunday evening. Why must this entertainment district end by Sunday at 11 AM?

Getting 40,000 residents is going to be a decades long journey.

On the other hand, with a bit of work, we might be able to get 40,000 office workers, tourists, day time and night time visitors with a bit of work and a real concerted push.

More and more I'm questioning the dogma of focusing on bringing more residential downtown. It's the right super long term answer, but it's increasingly looking like an ineffectual short and even mid term answer.
 
We’re probably closer to getting 40,000 more people in just general foot traffic in downtown than we once expected.

It all depends on how things work with WFH and how that evolves. We’ve seen a slow and steady decline in WFH days, and that might have a positive effect on foot traffic DT.

On the plus side, we have a steadily increasing post-secondary student population, the Valley Line being available for service during the summer and lower downtown residential vacancies compared to last year. This summer will probably be a watershed moment for downtown’s momentum and I’m optimistic that it’ll be quite busy.
 
Getting more residential is part of the solution, but you have to have the other things to attract them to: more and better retail, more nearby jobs, a better feeling of safety, etc...

Getting more residential is not a magic bullet and doing these other things at the same time is necessary to make it more attractive and easier to get residents.
 
Was just downtown and it’s probably because of the weather but there seemed to be a decent chunk of people out! Rosewood cafe was quite packed.

I have noticed that there seem to be much more people with their kids strolling downtown in comparison to the last two years.
 
Very true. More residential is needed nearby to that to further encourage positive movement forward of the area.
I don't get why there couldn't be some affordable housing projects in this area where presumably land is less expensive than in other parts of downtown.
 
Administration said it applied for roughly $13 million in provincial grants to continue its enhanced cleaning services in the core, but the applications were unsuccessful.

The money would have enhanced the Centre City team’s budget, which cleans and maintains the public realm in downtown and adjacent neighbourhoods. In a report scheduled to be presented at council’s community and public services committee meeting on April 8, administration said the team responded to more than 10,000 issues between June 2023 and January 2024. Public engagement surveys, however, suggest people may not have noticed a difference. Administration conducted surveys in March 2023, before the enhanced service started, and in September 2023, about three months in. Results? The public perception of cleanliness was about the same and the perception of safety was worse in September. Administration said it plans to stretch the program funding to the end of October instead of July, as originally budgeted.

How is this possible. If you had 50 people making 60k a year, that’s 3mil. Is 50 people not enough to have downtown covered 18hrs/7 days.

Then a bit more cost for supplies, training, etc.

But HOW does this money get spent without a significant improvement??
