Sites featured in this case comp are owned by one of the event sponsors and usually they do have real intentions to eventually develop/redevelop it.
That said, I was on a team for this almost a decade ago and the site we did a proposal for is still sitting as-is so it's certainly no guarantee anything will happen.

It's to develop a business case and LEARN THEM KIDS SOMETHING GOOD. Don't take it too seriously.
