Correct - they also own the rest of the vacant land to the east, so I'd expect them to build more units over the next few years.

Strange, I don’t recall seeing this on Procura’s master plan? Perhaps it’s a separate plot of land spun off or never held by Procura?

Well slowly but surely they are filling the land. I just wish they would add a building right near the transit center or fill in the block east of the Louvre.
