Leaving what?

You generally do not tender something very far in advance as price escalation will leave you high and dry. A 30-60 day tender/RFI period, 30 day evaluation and award still provides time to mobilize and start construction for this season.

But they aren’t awarding a contract they are asking for qualifications. How long does that process take ?

Feb 23 this RFQ closes. Say a month or so to evaluate and short-list and then a 30 day tender or so, with an award and mobilization mid-May?

I can't imagine once they start this that it will take too long to finish right? Tearing out old parking lots, doing some utilities work, and landscaping shouldn't be too long of a construction period.

IMO they are definitely going to miss 2025 in terms of completion... 2026 is the new agenda time-frame.
