^ I think a good chunk of that is virtually assured once the usage numbers for VLW start rolling in. I also hope that it leads to some substantial architectural gems at key locations. As you point out SPR needs a near-complete makeover and a conversion from a highway mentality into a neighborhood sensibility.
 
SPR rebuild:
Let the VLW construction finish
Demolish the Jasper Place Hotel and the abandoned building that once housed Revolution Cycle
Replace these demolished buildings with developments similar to the West Block
Retain Revolution Square for Instagrammers
The Jasper Gates shopping mega-strip mall with London Drugs and Freshco is crying for a couple of mid-rises
Replace the abandoned lot east of 155 St into a mid-rise or a high-rise
Convert the abandoned lot west of Shoppers Drug Mart into a park
Convert the abandoned lot west of 158 St into a park
Widen the sidewalks on both sides of SPR from 156 St to 170 St
Plant trees along SPR from 149 St to 170 St - lots of 'em!
Bike lanes, if doable
