Yep, buildings that aren't super sexy are completely forgivable if they are intentionally affordable. A lot of people talked shit about 121 West, but it filled up way faster than basically any other new rental building on this forum.

Cheap units in a neighborhood helps brings up density to levels where it can support the retail in the sexy McLarens and such.
 
Spicy take: this building isn't ever gonna be stunningly beautiful, but it would be a lovely candidate for a brighter paint scheme and/or murals. I think a lot of interest and character could come from painting buildings like this in bright colours, bold patterns, heck, make it look like a dazzle ship if someone feels like it. not everything has to be a Pritzker contender, and there's valid reasons for that, as noted above. let's have some fun with the more mediocre stuff while we have it, yeah?
 
The empty lot beside it could be perfect for a basketball court. Maybe have a nice bright and colourful ground mural, fence it off from 104 Ave. Add some benches and you’ll have students and residents using it all throughout the day.
