Feels like he's trying to game the development process, too; he's currently applying for a DP for the building shell, then going to Council for a rezone in a couple of months to adjust the parking, update permitted uses, and a few other things.

I'm guessing it's because he knows he'd never get the rezoning normally, but if he invests a bunch of time and money up front, it will be harder for Council to turn him down.

The videos and renders seem to imply more active frontages than what they showed at EDC, which was basically none outside of what faces the parking area. The entire north face is proposed to be one big grey wall.
