Probably depends on what floor you're buying on since Legends is taller than the other tower will be. That said, if you buy now, I imagine you will still have a good view for several years until the other tower is complete.

I imagine it will eventually - they 'roughed in' the supporting structural requirements for it. Will just depend on when the market supports it.
