Word is that 14 floors of this were flooded from a pressurized heating line - drywall and flooring were in for a lot of it too. That will delay things.
 
Heating line failed and the isolation was tough to get at , at the time. I heard 3rd hand on this. But the break was on the 14th and ran down a chase or electrical riser.
