That DP is listed as 'To Construct a 38 Storey Mixed Use Tower with 296 Dwellings of Apartment Housing, 2 General Retail Stores on the main floor and 7 Storeys of underground parking.' This is for Tower 1, which was referenced in the first DP title.
It's not typical, but we have seen it before if considerable revisions are made after the initial DP is submitted. We will see if anything major has changed with this one (I haven't seen any new drawings come in yet).
