Can someone please educate me - so why can't the rental tower be built? And I'm not talking about costs and market conditions - is there something about the foundation or ownership that means this won't happen? (Or are we just panicking based on a rumor?)
I don't think it is that it can't be built; more that the current owner will not be doing so and has listed the property for sale. Whether the next owner proceeds with something is unknown at this point.
 
Maybe the rumor of the WSP move into the area has replaced National Bank (formerly Canadian Western) as a lead tenant for a new office tower build to finish off Connect ICE Phase 1?
 
Did they not sign a long term lease agreement and why Manulife is rebranded and being upgraded?
I realize that I wasn't very clear -- I'm not referring to the National Bank move into Manulife; that is still on (no change). I am talking about the WSP move into the central core area and potentially the lead tenant in the Connect Centre office build (or maybe a joint office residential build -- nothing in relation to WSP is all that clear yet except their move to the central core.
