So these guys own ear muffs and aren't afraid of a little snow.
If it gets colder (-30s), they will need more than earmuffs. We have a family friend that used to build bridges up in NWT thirty years ago or so and he said it would get down to -55 through -65. If you took your gloves off for more than 5-10 seconds = frostbite. They'd work on 10 minute rotations of being outside and being with a heater for 10 minutes. Luckily, we don't have those extremes here, but -30 is still damn cold to be working outdoors.

I remember working at extreme cold. As long as you were moving you were ok. Hydraulics though had a problem. I believe now -30 is a cut off point for some trades. It just gets to dangerous when wearing proper cold weather gear.

I was told Helly Hansons are great cold weather work wear though. Thankfully my days of having to spend long hours outdoors in the cold are over. Now it may only be to get some information off a RTU or exhaust fan.

I, too, know cold. I spent one year at the RCAF base Cold Lake (airforce brat) in the ninth grade. In one snap my father drove me to school on "square tires" for a chunk of the distance. He dropped me off roadside in front of the school door and in the distance of car-to-door (maybe 10 metres) I froze my exposed nose. With a wind chill factor added in, the sensible temp was -60 degrees (Fahrenheit). I had to hold a cold damp rag on my nose to thaw it out slowly to avoid permanent damage. I made the comment about ear muffs and snow, snidely referring to the thread where building foundation work was completed but framing would not start until spring and warmer weather. The cut-off for work when I had my Edmonton company back in the 70s/80s was -20 Fahrenheit (nearly -30 Celsius). As a more absurd aside -- all work on construction projects in L.A. ceases when there is rain in the forecast -- I guess an excuse is an excuse.
