The problem is that developments that try to do that will have entrances on both sides of the building, and the tenants will invariably lock the street facing entrance in favour of the parking lot “back” entrance.

I think @cmd uw said the ENT clinic would take up the entire second floor and a coffee shop would be located on the main. I forget who he said would also be on the main floor.
