I suspect this isn't for full alley repaving but likely repaving sections where the alley tarmac will excavated via hydrovac, assumedly for utility upgrades/inspection. Which is exactly what EPCOR did last summer to my alley (one of very few alleys not included in this scope despite being within the project boundary).

"Hydrovac operations will start this week to expose utilities throughout alleys in the Downtown Business Improvement Area (BIA) area. Hydrovac is required for concept planning and design. The work will be scheduled during weekdays and will impact alley access for a few hours at a time. Full alley closures are currently not anticipated. The hydrovac operations will be carried out in stages, and impacted businesses and properties will be notified through letters and posters prior to work commencing. This work is planned for completion in the spring."
So planning for full upgrades later

Does this mean actually building something much taller than half a dozen floors?Attainable Housing Incentive recommendation passed in Executive Committee. I don't think it's going to face any problems in Council, so guessing this means we're getting cranes in the sky soon enough.
