This would be a great start to shoot some life into the mall.

The Flag Store looks nicely laid out and it looks like they have other things too, like sports related pennants and jerseys. In its own small way I feel it is probably a bit of destination location which carries some items you can't easily find or get elsewhere.

Of course IKEA is a destination location too but the problem is it is on one side of the city and so not easy to get to for half the city or so. A smaller central store would be a good solution for that problem and many of the people who buy IKEA live in smaller places like the apartments and condo's downtown or nearby and not all these people have cars or want to drive all the way south. I find it is a bit of trek for me so I don't go there too often.
 
I think @Markyeg is probably right that IKEA would likely do this at one of the available spaces in Kingsway, WEM, etc., BUT I also think if they did decide to go DT it would do well. Even with having to pay a couple $ for parking, you don’t think people in the north and central parts of the city would choose DT over the shitshow that is SEC? Maybe not all, but I think many would. Plus, between all the developments happening in the more central parts of the city along 109 st south of 82, old strathcona, DT, whîkwêntôwin, westmount, etc, there will be a high demand for furniture stores over the next several years.

Sadly I think most would drive all the way to SEC to avoid paying $4 for parking, even though it costs that much extra in gas.
 
"Not the biggest development", I mean we were monitoring the Booster Juice move lol.

This is a surprising move, I mean especially since they don't want loitering from the unhoused.
Given the mall seems to have dozens of security people and half the police force there, I am sure they can deal with it if a homeless person or someone who looks like one sits down for too long.

The idea that we can't have any nice things or amenities just because someone might misuse them is messed up.

Exaaaaactly. Certain people are going to loiter/be up to no good regardless of if there are benches or not. It's great for those using the mall for its intended purpose to finally have seating once more.
