I think originally there was to be two CRUs, on the east and west end of the building. The west one was removed.
It's going to a public hearing on April 7; here's the report.

Description: The City has received a rezoning application from Green Space Alliance. The current zone is a Direct Control Zone (DC2.1239) and the proposed zone is a Direct Control Zone (DC). Key proposed changes include: -A reduction to the required ground floor commercial space. A commercial space will be retained in the southeast corner of the site. -Converting the removed commercial area to residential dwellings with an increase in density from 113 to 118 dwellings. -Revisions to the building's exterior finishing materials. Administrative updates are also required to update the uses, terms, and regulations in the zone in alignment with Zoning Bylaw 20001’s writing standards. In the Scona District Plan, the site is located within the 114 Street Secondary Corridor.
