    I'm a little confused how 41 Ave from QE2 to James Mowatt is that expensive. The portion from the highway to Allard Rd is basically already twinned, it would just need some changes at the Allard Rd intersection, then the block between Allard and James Mowatt. Unless there's land acquisition...
