    I think EPS still has cops assigned to an ECC Mall beat (can't recall if ECC pays for this, but I'd imagine so?). This would be a couple of them doing their regular lap with ECC security. Whenever I'm out that way I see these patrols, with more cops patrolling alongside security inside.

We should have a "yes, and" mindset, not an "either or" approach, because one high floor train of five cars can carry as many people as the first nine or ten buses in this picture...
