51 Ave east of the CPR tracks on the north side has a bunch of earth movers and equipment flattening out the site. This has been empty for seems forever. Could not see a sign describing what is getting built though.

I think it is #1! The drone takes off from just above the treeline, if it were #3 you would see the other buildings across Jasper at that level. You can also see a chainlink fence at the very start, and there's no fence or trees around site #2. #1 has a chainlink fence if you check on streetview.

It might also be that small lot behind Watari, but it's too small to go to the height they are suggesting in the video.
 
Here's some more from the document. Their plan is to develop the site over a period of eight years (I'm guessing that just refers to utilities, surface infrastructure, and landscaping), and it'll have a maximum of 4,200 units. I want to be hopeful, but they say multiple times throughout the document that Times Square was already built in 2015-18 (at the same time as The Louvre and Century Tower), and it just worries me a little that they're off by a whole building.

Shepherd's Care actually. The building that was demo'd was a nun's convent before becoming a supporting living facility. Very unique design and had an interior courtyard which worked well for residents living with dementia. A little bummed that it's gone but life goes on.
 
Would I love to see something like this, definitely yes. Will something like this happen, maybe.
I just wish that a development like this, would build as close to the LRT station first. At least for me it makes more sense to build closer to the public transit rather than further away in order to attract more people quickly due to the proximity of residential to the trains.
Maybe someone can tell me the reasoning why Century Park has been built as far away from the LRT station as possible first.
