That may be true but I don't think he needed to run for city council to make the legislature a reality. First he is NDP and your chances are pretty good to win. He was also chairman of the Edmonton public school board and a few notable members of that party made the leap to provincial politics from there such as Sarah Hoffman.

But no doubt, he is more 'engaged' and active on the provincial scene and comments regularly on provincial matters.
His grandstanding makes me think he is trying to lay the ground to jump into provincial politics at the right moment. Yes, he could have run provincially before, but I don't think he wants to if there is a chance of only being in opposition.

In contrast, Hoffman ran for the NDP before they were in government and has stuck with them even after they became the opposition. There are many things a provincial government can do that a municipal one can not, but if your real interest is provincial politics, you probably should just skip the municipal step.
