Here is my prediction. Time and money will be spent on figuring out the effects of completely shutting down major intersections. Meanwhile the construction schedule is up in the air somewhat. Information comes back that traffic will be a gong show. We go back to the original plan to keep traffic moving during construction.
I might be totally wrong but if intersections are totally closed down, there will probably be even more complaints about construction and minds of those in power will be changed again.
Let's try and have the resources needed to complete the current plan and do it, not change tack halfway through.
