I think this was for warranty work, as each blue flag would represent a landscaping item (shrub, tree etc) that should be there. I might be wrong tho

Yes and every year in September there seems to be a lot of barriers and roads blocked all over just as traffic gets busier as people come back from vacation and go back to school.
 
Another drive on Valley Line West. Some minor progress with paving on parts of Stony Plain Road and laying the track beds, mostly west of WEM. Some progress on the power traction stations.
 
I just hope that the concrete gets poured at locations like 189 Street.
