Might not be a reclad after all; via "ExcaliburKid" on SSP:

Matrix renovation is a cooling upgrade, with existing air systems to remain. Total gut, installing a single pipe primary distribution system with decoupled secondary distribution system for each terminal unit in the system. This will be a combination of 4-pipe and 2-pipe fan coils, each fan coil has dedicated wet rotor circulator pumps instead of control valves. New free-cooling chiller, as well as system pumps, tanks, separators and HX's...very plausible that most of that cost is mechanical
