Stevenson pointed to Dwayne’s Home, a former hostel which was transformed into transitional housing, then abandoned. It was located just south of the Starlite Room at 100 Avenue and 102 Street. Using the fire code, the city issued a demolition order. In 2024, those orders were ignored. After a year, the city came back with this edict — if the landowners didn’t comply, the city would take on the remediation work and then bill it back via the tax rolls. The owner finally responded to that.

Dwayne’s Home was urgent because the structure posed safety risks to the public.
 
As with all things, nothing is black and white. Different people/companies respond to different things. Some will respond to incentives, some to disincentives/punishments, some to shame and embarrassment. For too long the city used none of these and only used the "education" (aka: do nothing) approach. They're finally learning to use more tools and it's having results.

Any time you want to change behaviour, you need to find out what approach will affect change on that particular entity and use it. It took threat of punishment to get Dwayne's Home moving. Use that more, but sparingly and with careful consideration.
