Edmonton projects could be jumpstarted by leaked budget changes

Edmonton’s Valley Line could be in line for money raised by the carbon tax, but both the province and the city are waiting on the feds to make the next move.

The carbon tax is expected to rake in an estimated $1.7 billion over three years and, according to the budget tabled Thursday, the government will spend $1.27 billion over the same time frame on green infrastructure.

Infrastructure Minister Brian Mason told reporters that Edmonton hasn’t yet applied for funding to expand the Valley Line, but said the project could receive cash from the green fund.

“The premier has made it clear,” he said. “The green fund is available to municipalities to fund transit and particularly LRT projects.”

Budget 2017: NDP's building plan good for Edmonton, mayor says
Edmonton’s mayor celebrated Thursday’s provincial budget as good for the city given its major investment in local hospitals.

Municipal infrastructure grants held steady, affordable housing dollars edged up and it appears money for public transit will be available when needed, although details are still fuzzy.

“What we’re trying to organize here is an agreement between all three orders of government,” said Mayor Don Iveson, speaking in the legislature rotunda after the budget announcement. “The federal government is the first mover (on public transit). The province is going to stack money on top of that.”

The federal budget is scheduled to be released March 22. Iveson said solid commitments could allow Edmonton to finish designs this year for the Blatchford LRT extension and the west leg of the LRT, starting to move utility lines in 2018.

Alberta’s 2017-18 budget includes $1.3 billion for green infrastructure from the carbon levy, but that money is not just for public transit. It could cover other municipal infrastructure and school or hospital upgrades.

The budget also contains $120 million over three years for Edmonton’s Valley Line to Mill Woods. In addition, there’s the Alberta Community Transit Fund, announced last year but being rolled out for the first time this year. It’s worth $40 million in 2017-18 and $350 million province-wide over four years.

Iveson, big city mayors, pen letter to feds to ensure provinces offer more transit cash
The mayors of Canada’s biggest cities are asking the federal government to prod their provincial counterparts to pony up more cash for transit projects.

In a letter sent to Infrastructure Minister Amarjeet Sohi, the head of the Federation of Canadian Municipalities big cities mayors caucus asks the Liberals to make sure that provinces match federal funding for transit projects, so as not to saddle cities with more costs.

Edmonton Mayor Don Iveson writes that cities wouldn’t be able to handle the costs to build and operate transit routes without matching contributions from provincial governments.

Edmonton hoping for transit money after Calgary funding announcement
Alberta announced Thursday it will commit $1.5 billion towards Calgary’s Green Line LRT and that has Edmonton politicians anticipating a similar boost for local transit.

Premier Rachel Notley confirmed a portion of the province’s carbon tax will go towards the largest public infrastructure project in Calgary’s history.

“Every cent of it, in terms of the provincial government’s contribution, is coming from the climate leadership fund, which is funded from the carbon levy,” Notley said. “It absolutely would not have been possible without it.”

The north to southeast LRT line will be 46 kilometres long and is expected to create 12,000 jobs. The LRT line is also expected to reduce greenhouse gases by 30,000 tonnes — equal to taking about 6,000 vehicles off the road.

The Calgary news has Edmonton’s mayor optimistic of something similar for Alberta’s capital.

“I know that Edmonton is going to get something comparable,” Don Iveson said. “I know that anything less is not going to be politically acceptable.”

The first priority would be the west expansion of the Valley Line LRT out to West Edmonton Mall and Lewis Estates. If Edmonton also receives $1.5 billion, the west LRT would take up about $550 million of that, leaving money for other legs.

“We have another, close to $1 billion that would allow us to go to Blatchford, which is sort of priority 1B and potentially doing some of the bus-rapid transit to other parts of town,” Coun. Andrew Knack said.

With a $1.53 billion boost for Calgary’s Green Line LRT, Edmonton can soon expect provincial funding for the city’s own transit projects, according to Mayor Don Iveson.

“I know Edmonton is going to get something comparable,” Iveson told reporters Thursday, following a provincial funding announcement for Calgary’s new line.

“Anything less is not going to be politically acceptable.”

At the announcement Thursday, the province said it will use funds from the carbon levy to pay for Calgary's Green Line, dolling out the cash over eight years, first with a $165 million commitment in 2019-20, which will be followed with $195 million for the next seven years.

Edmonton is poised to start constructing on the west leg of the Valley Line, which would stretch from downtown to Lewis Farms. The federal government already has cash set aside for the project, but Edmonton is still waiting on the province to pony up.
