Residents are invited to an open house about a proposed redevelopment of the Mill Woods Town Centre. This involves an application to rezone the site and amend the Mill Woods Station Area Redevelopment Plan.

The proposal would allow for higher density residential and commercial mixed-use on the site near the future Mill Woods LRT Station.

The open house is an opportunity to learn more about the proposal and provide your feedback to the City and the applicant at this early stage in the review.

Second Public Open House Scheduled
A second public open house to discuss the proposed rezoning of the Mill Woods Town Centre shopping mall site is scheduled for Thursday, March 16, 2017.

Location: Mill Woods Senior and Multicultural Centre (2nd Floor of the Mill Woods Library)
2610 Hewes Way NW, Edmonton

Time: Drop in any time between 4:30-8:30 pm. Children's activities will be provided. The library is open until 9pm.

There is no formal program or presentation planned. Residents are invited to view the proposed plans. Staff from the City will be available to explain the proposed redevelopment application and process.

Staff will also be available to discuss the Valley Line LRT, changes to the Mill Woods Transit Centre, and parking management. The applicants will be available to answer questions.

Further information will be provided several weeks before the open house. Residents in adjacent neighbourhoods will receive mailed notices.

Proposed Rezoning Overview
The City has received an application for rezoning and an amendment to an Area Redevelopment Plan (ARP) for the Mill Woods Town Centre shopping mall site.

The proposed rezoning is from CSC (Shopping Centre zone) to DC1 (Direct Development Control Provision zone). The amendment to the Mill Woods Station ARP would support this rezoning.

This proposal would allow the site to change over time from a low-density shopping mall and commercial area, to a higher-density mixed-use centre.

The highest density of uses would be located toward the northeast corner of the site, near the future Mill Woods LRT station and transit terminal.

This would include residential uses such as row-housing, mid-rise apartments, and high-rise apartments. Commercial uses could include retail and services at the base of residential buildings, office buildings, and the possibility of retaining or redeveloping the shopping mall in some form.

Automotive-oriented commercial services and low-density, large-format retail would be permitted only along 23 Avenue NW.

  • Up to 1,750 residential units, in various configurations including row housing, mid-rise buildings, and high-rise buildings
  • Commercial space up to 69,700 m2 (750,000 ft2); up from the 46,500 m2 (500,000 ft2) currently developed on the site
  • Minimum densities of development
  • Pedestrian and transit-oriented development
  • A network of new roads and lanes on a grid, designed in accordance with the City’s Complete Street Guidelines, providing safe routes for walking, cycling, driving, and transit
  • Built form, site design, and mix of uses in accordance with the City’s Transit-Oriented Development (TOD) Guidelines
  • Publicly-accessible green space and recreational space, including a wide central boulevard running north-south with areas for patios, plazas, gardens, small parks and other spaces throughout the site
  • The Mill Woods ETS bus terminal may be relocated closer to the LRT station, which is planned for service by 2020

Edmonton could see its first European-style bus terminal with a planned redevelopment of the Mill Woods Town Centre.

Think of sipping a cappuccino on a sunny patio as your bus arrives, or picking up a roasted chicken for dinner just steps away from your transfer.

Most Edmonton transit centres use small pedestrian islands surrounded by wide bus lanes and parking lots in a landscape dominated by concrete. But here, tight space requirements and a developer hungry to take advantage of the new LRT line will give Mill Woods a more pedestrian-friendly design, planner Armin Preiksaitis, who is working on an area redesign for the developer RioCan, said Wednesday.

“(Edmonton Transit) was looking at this pork chop design that was eating up a lot of the land … We were battling for a long time because we were looking at the development potential for this,” Preiksaitis said, describing an agreed-on new linear transit station fully integrated into a retail district and a pair of new high-rise towers.

Transit riders wait on a long, wide covered sidewalk between the shops and the buses.

Mixed-use mall redevelopment proposed for Mill Woods
Southeast Edmonton residents weighed in Tuesday evening about a plan to redevelop and integrate Mill Woods Town Centre with new high-rise residences and the Valley Line LRT.

The city's chief planner on the project, Michelle Ouellette, said the proposed development could add more than 1,750 residential units above retail and cafés on the main floor.

"This is a redevelopment of a major shopping centre," Ouellette said, "[It would] redevelop the whole site to a comprehensive urban livable environment."

The Valley Line, under construction, would be a key component. The 13-kilometre LRT line will connect Mill Woods with downtown.

RioCan said in an email that it and Bayview Realty Development want to transform the current Mill Woods Town Centre into a "mixed-use, transit oriented urban village."

A rezoning application before the city would change the low-density shopping mall and commercial area into a higher-density mixed-use centre.

RioCan said its rezoning application conforms to the City of Edmonton's Mill Woods Station Area Redevelopment Plan.
