It looks to be pretty minor, and just changes it from DC2 to RA8. I wonder if the applicant's client wants to build something, or just re-sell it with a less restrictive zone?

The new owner intends to develop it for student-oriented housing. They want the RA8 as it is less restrictive versus the current DC2.
