Is this tower really only going to be roughly 58 meters tall? I find it hard to believe as it is 5 stories more than West Block, and it already seems to have some decent height to it. I know that West Block is luxury condos therefore the ceiling heights are taller, while this building is rentals, but I still find it hard to believe that in the end, this one is still going to be shorter.

9 foot ceilings = 2.74m x 21 stories = 57.54m. Add a bit for podium and you are at 58.
