Speaking of new tenancies, I saw what looks like clothing racks/shelving and a dozen or so pallets of boxes in the space beside the Zamboni garage. Could this be for the long awaited/rumoured Ice District Authentics store?

They're adding overhead doors from the second floor Food Hall onto the patio.
 
With a little introspection and deeper thought this could prove to be "genius" on the part of Ice District. Having a skating surface long after other outdoor rinks are closed could put a strong focus on the Ice District in total -- a real positive marketing move.
It is called Ice District, so it would make sense to go for it.
