    Corb has been a very outspoken advocate against coal mining on the eastern slopes of the Rockies. Unclear why he would be lobbying the CoE about that, but I suppose the more political support you can garner, the better.

    I think it technically is but when using P3 in a broad sense as VLW is only design-build-partial finance but when most refer to P3 in project delivery they mean design-build-finance-maintain-operate.
