While 311 has been great for resident/commercial-maintained winter sidewalk enforcement, the parking enforcement is extremely frustrating. Every. Single. Day. I see vehicles parking blatantly illegally blocking entrances, crosswalks, too close to a corner, or in front of fire hydrants for a few hours during the day, and 9 times out of 10, the 311 complaint is closed with "Vehicle Gone Upon Arrival". And then they (or someone else) are back the next day. And the next, and next...
Literally a carte blanche to park illegally because there is little chance of enforcement. And this extends to parking bans/street sweeping, too. There were a few sections on my bike route that never got done last year because nobody would move their vehicles and the city didn't do anything.

On a positive note, I was surprised to see the 96 Street bike lanes freshly cleared on my bike in to work this morning.
