Pretty sure a bunch of these development permits will be popping up for existing surface lots as the city is sending out notices that they need to comply with new standards (lighting, landscaping, walking paths, etc.).

For sure that is what's happening. I'm glad the City finally has embraced the idea that parking lots exist and should be regulated instead of pretending they don't and looking the otherway.
