When was that? My recollection of it (from skipping class in high school, so many, many years ago) was of a regular (if somewhat dull) mall.
 
I've never understood the thinking behind that in a winter city.
Me neither, but this is probably the cheaper option, rather than do a lot of maintenance to for it to remain an indoor mall which struggled ever since the huge mall further west was built.

Is the reasoning because you eliminate all the “common area” maintenance? Can allow stores to more independently set hours? Increase parking space?
 
Straying off topic but I really don’t see Lulu opening another store so close to 2 of their existing stores, especially their West Ed store (apparently one of their top grossing stores globally). If we get a 4th location I suspect it would either be SEC or the Outlet Mall near the airport.
