That funicular is actually the old Edmonton Incline Railway at approx. 101 st, where the Chateau Lacomb parking garage is now located (COE page on this railway). To my knowledge, the coal mine at the portal of the Dawson Bridge never had this, nor were there any matching buildings like is seen at the top of the funicular here.Fuzzy photo below shows both the electric carts (funicular style) and the horse-drawn coal carts leading to the Dawson Bridge. They occurred on either bank of the river valley, the purpose being to get coal from the mine to the rapidly expanding downtown precinct of a very Young and Fast-growing Edmonton. The guy in the photo below the first was my great uncle Cole (named as a precursor to his chosen profession as... well he was called Cole the Coalman --'nuff said just wish he would have made an effort to clean up before his picture was taken)Dawson Bridge (East End Bridge) - HistoricBridges.org

Clearer view of the incline railway:
Photo from 1913, just after completion shows what could be a track of some kind on the bridge, though.
This, from 1931 shows the coal mine in the background, I don't see any funicular
Closer view of the coal mine from 1914, not seeing a funicular
