Completely disagree. It's difficult enough finding talented people for this job. Putting extra restrictions on hiring criteria narrows the hiring pool even more.
I'd be thrilled if this came to be, or even received a larger budget. We really should strive to stop allowing a small group of people to be disturbing hundreds of thousands of others.
I personally hate when they create decorative sidewalks. After a few years there are always pieces missing, it becomes uneven (and shows very easily), and the maintenance is never there. Just create normal concrete sidewalks. City has trouble learning.
However most people don't live downtown and probably don't want to be forced to drive downtown for such amenities. Traffic and parking are always more difficult downtown than other parts of the city.
