I think the downtown core is improving as more and more empty parking lots disappear. Yes I do want to see you far better architecture in these areas but the vibrancy of the downtown will continue to improve as there is more people and more buildings as opposed to fields and Fields of parking lots.
Hopefully there will be the full barriers at the center of Yellowhead and perhaps even barriers of some sorts on either side of the roadway that will deter any people wanting to cross the road. If anything what they should do is build a pedestrian bridge over top of yellowhead at 66th Street...

Once this building is up, hopefully a few restaurants and or pubs for the students can open up in this area which will again add many more people on the streets which hopefully will deter those other people on the streets that do not add to the public Realm
