Correct, Commercial Final permits follow every Building Permit at the City.

And permits are valid as long as no work has passed an inspection phase. The risk for the developer is having "pre-work" rejected by the inspector for a valid reason.

You know what, if executed well in the end, it could be an interesting experience being in that area - maybe even a place tourists mark as a location to check out. All depends on how immersive the euro 'look and feel' becomes. Too little of it, and the cheap knockoff novelty will wear off quickly.
