The parkade across the street from the Milner has been closed for at least a couple of years now. Here's hoping that something sexy will replace it, but still retain some of the above-level parking.
The one fronting 104th? It was closed for a bit this winter but it's back open now. Cars go in and out daily, albeit not that many. The lower levels of it have become a popular homeless hangout spot.
 
Many decades ago -- one of my first projects in private practice -- I had an interior renovation project for all office floors of the Milner building for International Utilities (Canadian Utilities -- later purchased by Atco); result is that I am very familiar with the floor plans of the building. It would definitely make for an excellent conversion to residential and that could also impel retail/restaurant redevelopment of the ground floor in line with an improved street scene along 104th Street. With the development potential it would be great to see Reza Mostashari pick it up for its development potential.

It is really a beautiful building, little would need to be done to the exterior except maintenance and repair and it is on a generally fairly good street, which would improve greatly if it were developed.
