GS Construction has about a zillion EPCOR contracts for underground utilities work. Could be upgrading utilities for the site, could be just doing for an EPCOR contract and they let them on-site to do so.

They're leasing it up at lower rates they know will fill up the building (to make it more attractive to sell). If any buyer pays that much for this piece of ****, then those lease rates won't stay that low for long

It must be cashflow positive at least, since a buyer will look at the financials.
